The home must be in the applicant’s name 4. A homeowner must fall within Blueprint’s income guidelines (generally near or below the federal poverty level) 5. Blueprint does not perform major plumbing, electrical or foundation work. Work performed by volunteers.

Assist owners and landlords of residential properties built prior to 1978, housing low-income families with children under age six, to control hazards in the home which include lead-based paint and asthma. Also help with fire alarms, trip hazards, and bathroom modifications. Also provide education on the impact of lead on children. This program will provide two outreach agents to assist with application process. Target areas East and West side.
